The PNGRB last week imposed a fine of Rs two lakh on
state owned Assam Gas Company Ltd (AGCL) for gross negligence in pipeline
upkeep that lead to the loss of seven lives in Assam in September, 2014.
The regulator
noted that the fault for the blast was entirely on account of AGCL.
The company itself
has admitted to the following lapses:
8The pipeline was
carrying wet gas without provision for removal of water and condensate
8The pipeline network
did not have pigging facilities
8The PESO
approval for continuing pipeline operations was not taken
